abstract = "O ambiente espacial apresenta riscos de diversas naturezas que,
aliados {\`a} complexidade de execu{\c{c}}{\~a}o de projetos de
sistemas espaciais, justificam o exerc{\'{\i}}cio de
t{\'e}cnicas e metodologias de gest{\~a}o especiais no sentido
de garantir o sucesso de miss{\~o}es. A disciplina de gest{\~a}o
de riscos, de forma sint{\'e}tica, tem por objetivo identificar
os riscos que afetam o sucesso de miss{\~o}es e desenvolver
estrat{\'e}gias para a sua mitiga{\c{c}}{\~a}o, enquanto a de
garantia da seguran{\c{c}}a busca, de forma geral, garantir a
integridade da vida humana, dos recursos f{\'{\i}}sicos gerais
envolvidos nos projetos e do meio ambiente. As disciplinas de
gest{\~a}o de risco e garantia de seguran{\c{c}}a apresentam
similaridades de objetivos e t{\'e}cnicas, pois buscam
identificar e monitorar riscos a fim de evit{\'a}-los ou
minimizar seu impacto. Pesquisa na literatura acerca das
disciplinas de gest{\~a}o de riscos e de garantia da
seguran{\c{c}}a demonstrou haver um hiato de estudos versando
sobre como uma disciplina se relaciona {\`a} outra, em suas
aplica{\c{c}}{\~o}es no desenvolvimento de projetos espaciais. O
presente trabalho visa abordar esta rela{\c{c}}{\~a}o, com foco
no tratamento dispensado por ambas as disciplinas a riscos comuns
entre si, como os que amea{\c{c}}am a seguran{\c{c}}a do
sistema, com repercuss{\~o}es sobre dom{\'{\i}}nios do projeto
como custo, cronograma e outros. Este trabalho tamb{\'e}m
apresentar{\'a} uma lista de requisitos m{\'{\i}}nimos de
seguran{\c{c}}a e gest{\~a}o de risco para miss{\~o}es de
grande, m{\'e}dio, pequeno e nano portes, considerando a
rela{\c{c}}{\~a}o entre a gest{\~a}o de risco e de garantia da
seguran{\c{c}}a. ABSTRACT: The space environment presents risks
of different natures which associated to the complexity of space
system projects justifies the exercise of the special management
techniques and methodologies to ensure mission success. The
discipline of risk management, in essence, aims to identify the
risks that affect the success of missions and to develop
strategies for their mitigation, while the discipline of safety
assurance seeks, in general, to ensure the integrity of human
life, physical resources involved in the projects, and of the
environment. The disciplines of risk management and safety
assurance present similarities in their objectives and techniques
since they seek to identify and monitor risks to avoid them or
minimize their impact. A literature search on the disciplines of
risk management and safety assurance demonstrated that there is a
gap in the studies dealing with how one discipline is related to
the other, in their application to the development of space
projects. The present work aims to address this relationship,
focusing on how both disciplines deal with risks that are common
to each other, such as those that deals with system safety, which
are directly related to project domains such as cost, schedule,
and others. This dissertation will also present a list of minimum
safety and risk management requirements for large, medium, small,
and nano-sized orbital satellite missions, taking into
consideration the relationship between risk management and
safety.",
